The last quarter of 2008 will be remembered for the economic turmoil that ensued following the collapse of a number of Wall Street institutions. Tech vendors are struggling to meet sales goals, venture monies are becoming scare, IT budgets are taking a hit, and IT pros are being asked to take on more responsibilities in lieu of hiring additional staff.
