Bouhia, 35, was in her eighth year at the World Bank, raising debt for developing countries, when she caught the eye of then Moroccan Prime Minister Driss Jettou in 2004. He asked her to become his economic adviser, putting her in charge of attracting foreign investment. Bouhia, a Harvard Ph.D. in engineering, was instrumental in securing a $700 million U.S. grant to aid private enterprises.
