Relying too much on promotion from within presents many of the problems of outright nepotism. An automatic predisposition based on set procedures puts the company at an immediate disadvantage in terms of the scope of the search. And although rewarding loyalty and longevity has its place, hiring decisions that are not entirely based on merit can backfire through political infighting. The best policy for a firm's long-term outlook is an equal-opportunity policy for both internal prospects and outside talent.
