Comprehensive Technological and Economic Cooperation Between Shaanxi Province and the Chinese Academy of Sciences

The signing ceremony for comprehensive technological and economic cooperation between the Chinese Academy of Sciences and the Shaanxi Provincial People’s Government was held in Beijing on March 7.

On the afternoon of March 7, the signing ceremony for comprehensive technological and economic cooperation between the Chinese Academy of Sciences and the Shaanxi Provincial People’s Government was held in Beijing. Zhao Leji, Secretary General of the CPC Shaanxi Provincial Committee and Director of the Standing Committee of Shaanxi Provincial People’s Congress, attended the signing ceremony. Governor Yuan Chunqing and Bai Chunli, Vice Dean of the Chinese Academy of Sciences delivered speeches. Zhao Zhengyong, Standing Vice Governor of Shaanxi Province, and Shi Erwei, Vice Dean of the Chinese Academy of Sciences signed the agreement. Zhu Jingzhi, Vice Governor of Shaanxi, and Li Jiayang and Ding Zhongli, Vice Deans of the Chinese Academy of Sciences, attended the signing ceremony.

The Chinese Academy of Sciences is the State’s comprehensive research and development center of natural sciences and high technologies. It has Xi’an Branch and many scientific research institutes in Shaanxi, and has established close cooperation relations with related scientific research institutes, colleges and universities and enterprises in Shaanxi. In particular, significant achievements were made in sectors such as automation control, optical, mechanical and electronic integration, coal chemical, clean production, communications, rare earths, modern agriculture and natural bio-resources development and utilization. In recent few years, the Chinese Academy of Sciences has more than 60 transformed scientific achievements in Shaanxi, and jointly organized Yangling Agricultural Industry High-tech Conference and co-established Qinling Botanical Garden with Shaanxi Province.

According to the agreements signed, the Chinese Academy of Sciences and Shaanxi Province will carry out multiple-formed and multiple-layered scientific cooperation and exchange focusing on technological demands and advantageous resources for industrial development of Shaanxi. They will take projects as ties, existing technological conditions as supports, encourage participation of product, studying and research institutes, and jointly promoted the progresses of the projects. Cooperation will center on five aspects, namely researches on key and important technological and industrial development strategies, co-establishment of research institutes and key laboratories, promotion of upgrade and reform of traditional industries and development of high-tech industries, improvement of ecology and environment and technological level for development of modern agriculture, and enhancement of exchanges and innovative talents. Cooperation projects regarding on advanced manufacturing, energy chemical and high-tech industries and ecological protection are directly related to rapid and sustainable development of Shaanxi’s economy. According to the agreement, the Chinese Academy of Sciences and Shaanxi Provincial People’s Government will co-establish a leading group for coordination of scientific cooperation. The leading group will be responsible for researches of related key and important issues.

In his speech, Yuan Chunqing said that signing of the agreement marks that the cooperation between Shaanxi Province and the Chinese Academy of Sciences has entered a new stage of regularity and mechanization. The agreement provides favorable opportunities and platform for Shaanxi to make use of scientific research abilities and technological achievements of the Chinese Academy of Sciences and to improve its technological supporting ability. Shaanxi will perform its commitment carefully and work together with the Chinese Academy of Sciences to overcome key technologies regarding development of key industries and economy of Shaanxi, improve related service guarantee measures, and create favorable conditions for talents of the Chinese Academy of Sciences and its affiliated units to come to Shaanxi for scientific innovation and achievement transformation. He hoped that the Chinese Academy of Sciences will actively promote the transformation of more scientific achievements in Shaanxi, making Shaanxi an important base for knowledge transfer and technological promotion of Shaanxi Province.

Bai Chunli extended thanks to Shaanxi Province for its supports to work of the Chinese Academy of Sciences under the entrustment of Lu Yongxiang, Vice Chairman of the Standing Committee of the National People’s Congress and President of the Chinese Academy of Sciences. He said that serving for development of regional economy and the society is obligatory responsibility of the Chinese Academy of Sciences. The Chinese Academy of Sciences will take the agreement as the development opportunity, organize the technological forces of the academy, actively explore the innovative way to combine technologies and economy focusing on technological demands of Shaanxi’s economic and social development and serve for better and faster economic and social development of Shaanxi.

Persons-in-charge of related departments the General Office of Shaanxi Province, the Development and Reform Commission of Shaanxi Province, the Science and Technology Department of Shaanxi Province and related departments of the Chinese Academy of Sciences attended the signing ceremony.
