Ministry of Commerce places anti-dumping fee on Nylon 6

Starting today, China will require a security deposit on Nylon 6, or polycaprolactam, imported from the United States, the European Union, Russia and China's Taiwan region, the Ministry of Commerce (MOC) said in a statement on its website Monday.

Nylon 6 is widely used in the manufacture of hosiery, knitted garments, threads, ropes, filaments, nets and tire cords.

"The government has been aware of the dumping of Nylon 6 for a long time," said Sang Baichuan, professor with Beijing-based University of International Business and Economy, "as the extremely low price of imported Nylon 6 has been hurting the domestic producers."

Since the production of Nylon 6 does not require advanced technology, outfits normally get involved in heated price wars. As the markets in other countries shrank under the weight of the financial crisis, foreign producers started dumping their products in China, Sang said.

BASF regrets the high duty of its Nylon 6 imports into China, and BASF will not speculate on any potential future impact since the findings are still provisional, said the German chemical giant and one of the world's biggest Nylon 6 producers, in an email reply to the Global Times.

China held off on addressing Nylon dumping in hopes that the EU and the US would also eschew the adoption of similar measures. After the EU and the US imposed tariffs on several Chinese products, the government responded in kind, Sang said.

EU has proposed extending anti-dumping duties on imports of Chinese shoes for at least 15 months last week.

Earlier the EU launched an anti-dumping investigation into China's exports of seamless pipes, and last month the US placed a 35-percent additional tariff on tire imports from China.

The MOC said the ultimate ruling would be issued based on further investigation.
