High-tech equipment imports gain support from government

The government will give out subsidies for the imports of some advanced technologies, key equipments, important resources and raw materials that are on a list of catalogues released by the National Development and Reform Commission (NDRC), Ministry of Commerce and the Ministry of Finance Monday.

The catalogue is based on the last one which was released in 2007.

Compared with the previous catalogue, more advanced technologies and key equipments are added to the list and some overcapacity industries like wind power equipment and polycrystalline silicon are eliminated.

The section on advanced technologies has a list that climbed to 178 items from 44, mainly focusing on the management of agri-product safety, digital television and broadcast technology, battery technology and technology to produce key materials and to deal with hazardous waste.

The list of key equipments increased to 147 items from 106, and the imports of large precision machinery and instruments still play an important role.

And the list of important resources and raw materials was up to 12 items from 11.

Compared to the 2007 catalogue, the section talking about industries the government is encouraging decreased. The list fell to 46 items from 66 items, with wind power equipment, steel rolling, and e-commerce being eliminated.

Zhang Yansheng, head of the Institute of Economic Research for the NDRC, told Caijing that the government posts the new catalogue as China recovers from the global financial crisis to make the huge foreign exchange reserves support the upgrade of domestic industries.

As China does not grasp the core technology of some industries, "The crisis is a great opportunity for China to upgrade its equipment and technology," said Zhang.

He added that the adjustments are also based on the developments of these industries.
