Introduction

 

Established in 2000 by the State Council, Beijing Tianzhu Export Processing Zone (Beijing Tianzhu EPZ) is the only state-level export processing zone in Beijing. It is a state-level park.

 

The EPZ is located in Tianzhu Town of Shunyi District, to the west of Beijing Capital International Airport, 2 km from the terminal building, and to the north of Zone A of Beijing Tianzhu Airport Economic Development Zone (Beijing Tianzhu Airport EDZ).

 

Beijing Tianzhu EPZ is situated in Beijing Airport City, which has a population of 200,000. It is 25 km from the city center of Beijing, 120 km from Tianjin and 170 km from Tianjin Port.

 

In 2007, the passenger and cargo throughputs of Beijing Airport reached 53.6 million and 1.4 million tons, ranking first and second in China respectively. The airport has flights to ninety-six domestic cities and ninety-one overseas destinations.

 

Tianjin Port is the main passageway for cargo from Beijing, North and Northwest China entering the Bohai Sea. In 2007, the port's cargo throughput reached 309 million tons, ranking fourth in China (after Shanghai, Ningbo and Guangzhou) and sixth in the world.

 

Beijing is now the largest education center in China. By the end of 2007, there were eighty-three universities and colleges in Beijing, with a total enrolment of 568,000. The nation's most famous universities are located in Beijing. They include Peking University and Tsinghua University, dubbed China’s Harvard and MIT respectively.

 

Investment Climate

 

In 2007, the GDP of Shunyi District reached RMB 35.5 billion, up 21.6% over 2006, and accounting for 3.9% of the city's total. Foreign companies are a major driving force behind the manufacturing sector, which had an industrial output that accounted for 77.3% of the district's total.

 

The EPZ is close to the airport. Cargo can be delivered to the airport within ten minutes. In 2007, the total import and export of Beijing Tianzhu EPZ reached US$830 million, up 196% over the previous year. The industrial output and sales of industrial goods grew by 32.4% and 25.6% to RMB 1.06 billion and RMB 0.98 billion respectively.

 

The EPZ is adjacent to Beijing Tianzhu Airport EDZ, which has over sixty multinational corporations including JVC, Sony, Ericsson, LG, Airbus, Panasonic, Murata Electronics and Citizen. The companies in the EPZ enjoy cooperation with enterprises in the ETDZ.

 

Tianzhu Town, where the EPZ is situated, is home to Beijing Modern Auto City and China International Exhibition Center (New Center). The New Center was opened in 2008, and covers a construction area of 660,000 m2.

 

Beijing Tianzhu EPZ has established industrial automation equipment, electronics and information technology, and biopharmaceuticals as its major industries. Presently, over forty enterprises from the U.S., Canada, France, U.K., Japan and Hong Kong have established businesses in Beijing Tianzhu EPZ, with an average investment of US$27.6 million.

 

In 2001, Japan-based SMC invested US$200 million in building its largest export processing base for pneumatic components in China, which covers an area of 180,000 m2.
