Introduction

Beijing Economic-Technological Development Area (BDA) is the only state economic and technological development area that enjoys dual policy preferences to state economic and technological development areas and to state high-tech industrial parks. 

BDA, located in the center of the Jingjin Intercity Expressway, the Fifth Ring Road and the Sixth Ring Road, is situated at the east part of Beijing’s city development region; it is also situated near the Jingjintang industries circle as well as at the core of Bohai Sea-round economic industries circle. The Jingjin Intercity Expressway, the Fifth Ring Road, the Fourth Ring Road, airport expressway, urban expressway, the main road and the light rail link up BDA with economic development areas with transportation hubs.

BDA has implemented the “nine accesses and one level” concept. The “nine accesses” are access to roads, drainage of rain and wastewater, tap water, natural gas, power, telecommunications, heat and cable television (the heating service only covers the planned key area).  The “one level” refers to the leveled natural physiognomy.

BDA has released the Tentative Regulations on Encouraging Senior Talents, Implementation for BDA Grand Devotion Prize, and Tentative Regulations on Supplementary Medical Treat in The Development Area, etc to improve the talent policy environment.  According to the incomplete statistics, BDA has 24 academics, 327 doctoral degree holders, 2,612 masters degree holders and 241 overseas students. There is venture park set up for overseas students, featuring a postdoctoral work station and an enterprise incubator to nurture talents and to aid in the transfer of results from scientific research.

Investment Climate

The electronics and information industry possesses the most intensive industrial clusters in the BDA. Famous names have settled in the BDA, such as Nokia Telecommunications Ltd., Semiconductor Manufacturing International Corp. and BOE Technology Group. This has led to the development area earning the honor of National Electronics and Information Industrial Park.

The biological engineering and new medical industry in BDA has become a medical version of Silicon Valley, bringing about innovation and benefits. The biological engineering and new medicine industry consists of over 90 renowned biotechnological and medical enterprises from home and abroad, including Bayer HealthCare AG, Yuekang Pharmaceutical, The First Pharmaceutical, Aventis Pharmaceutical, Tongrentang Group, GE Hangwei Medical Systems, GE Hualun Medical Systems, Beijing Jingjing Medical Equipment Ltd., Beijing Yuande Bio- Medical Engineering Ltd. and many more. These MNCs make up an industrial cluster in the development area, dealing in research & development, business incubators, medical apparatus and pharmaceutical manufacturing. Sales revenue from the biomedical industry of the BDA account for 40% of the city's total production value, while the medical apparatus industry accounted for 80% of the city's total production value. The development area has become Beijing is main base for the biological engineering and medical industry. 

Starting with the groundbreaking of Beijing Benz-DaimlerChrysler Automotive's new factory building, the auto industry is also set to become a leading industry in BDA. A cluster of enterprises in the development area, such as Beijing Delphi Wanyuan Engine Management Systems Co. Ltd., Cummins Engine (Beijing) Co. Ltd. and Weiye Motor Power Machine Co. Ltd., each with a production value of more than RMB 100 million, can provide strong support to the growth and prosperity of the auto industry in the area. 

To ensure that the auto industrial park, which is a combination of auto and spare parts manufacturing, is built on schedule, the development of high-tech enterprises like automotive electronics manufacturers will be put in a key position. The auto industrial park is poised to become a strong driving force in the development of the auto industry in Beijing.

The equipment manufacturing industry, also one of the leading industries in the BDA, has invited about 80 equipment manufacturers from 18 industries. The very favorable development of a group of famous MNCs such as Bosch Rexroth, Schneider Electric, ABB, Corning Cable Systems and SMC has improved the standards of the equipment manufacturing industry in the development area.
