Introduction
The Huizhou Zhongkai High-tech Industrial Development Zone (Huizhou Zhongkai HIDZ), covering an area of 7.1 km2, won approval from the State Council to be developed as a state-level development zone in 1992. The zone is located south-west of Huizhou in Guangdong Province. Lying in the eastern part of Pearl River Delta, Huizhou Zhongkai HIDZ borders Shenzhen to the south and Dongguan to the west.
The zone has convenient transportation conditions; it is connected with Shenzhen, Guangzhou and Dongguan by Huizhou-Shenzhen Highway, Guangzhou-Huizhou Highway and Dongguan-Huizhou Highway. Beijing-Kowloon Railway and Huizhou-Aotou Railway also run through the zone, linking it with Beijing, Hong Kong, and other cities along the railways. Shenzhen Bao’an International Airport is within one-and-a-half hour’s drive from the zone, offering over one-hundred domestic and international routes weekly from Shenzhen to other major cities in the world.
There is one university and thirty-five vocational schools in Huizhou. The number of enrolled students at the university and the vocational schools reached 8,079 and 57,180 respectively in 2007.
Investment Climate
Huizhou Zhongkai HIDZ has established electronics, information technology and optical-, mechanical- and electronic-integration as its major industries. It also encourages investments in new materials, telecommunications, and other high-tech industries. The zone is one of the National Electronic Information Industry Bases and National Video and Audio Products Parks in China.
In 2007, the GDP of Huizhou Zhongkai HIDZ reached RMB 14 billion, comprising 12.7% of that of Huizhou. The gross industrial output from the zone hit RMB 68.1 billion, accounting for 30.7% of Huizhou’s total. The export value of the zone amounted to US$6.4 billion, almost one half of Huizhou’s total export value.
The zone has attracted many large multinational companies. Major investors include Sony, SPG, Futaba, Coca Cola, LG and Siemens. Siemens VDO Auto Electronics was set up in 1986 as a joint venture between Siemens VDO and Desay Group. The firm mainly supplies auto-electronics and related products to Volkswagen, GE, Chery and other auto giants in China.
Some domestic firms also chose to launch units in the zone; major domestic investors include TCL, Desay, Kingsoft and Foryou Group. TCL, a major electronic products-maker in China, set up a computer-production base in the zone in 2004 with an annual production capacity of 1 million PCs.
