Introduction
Weifang High-tech Industrial Development Zone (Weifang HIDZ) was established by the State Council in 1992. It has a planned area of 8.6 km2. Later, in 2003, Weifang Export Processing Zone (Weifang EPZ) was set up within the HIDZ, with a planned area of 3 km2.
Weifang HIDZ is located in the eastern area of downtown Weifang. It is adjacent to the entrances of two expressways - Jinan-Qingdao Expressway and Weifang-Laiyang Expressway. The Jinan-Qingdao Railway passes through the zone, providing convenient transportation. The nearest airport, Weifang Airport, is 10 km from HIDZ.
Investment Climate
In 2007, taking the EPZ into account, Weifang HIDZ’s total industrial output and value-added industrial output reached RMB 63.8 billion and RMB 17.0 billion, up 21.0% and 19.8% over 2006 respectively. The zone's import decreased by 0.8% to US$114.9 million, and its export grew by 52.9% to US$603.1 million, of which 42.9% were high-tech products.
By the end of 2007, there were 87 enterprises above designated size in the zone, with a gross revenue reaching RMB 19.4 billion – up 44.6% year on year. Of these, thirteen belong to large-scale companies that generated revenue of over RMB 100 million in 2007.
Weifang HIDZ's pillar industries include electronics and IT, biopharmaceuticals, optical, mechanical and electronic integration. A photoelectronic and IT industrial park was established within the zone in 2003. It drew an investment of RMB 2.5 billion, and focuses on the development of the photoelectronics and electroacoustics industries. Advanced Optronic Devices, Geer Electroacoustics and Knowles Electronics are major investors in this field.
Weifang HIDZ also has a biopharmaceutical technological industrial park, spanning an area of 1.0 km2. Several facilities have been set up in the park, including a public technological platform for biopharmaceutical research, a technology industrialization center, and a R&D center. Biological engineering, new medicine development and the modernization of Chinese medicine production are encouraged within the zone.
There is also a university technological park in Weifang HIDZ. It utilizes the research capacity of Shandong University and Chinese Academy of Science to carry out research in the electronics, IT, and biopharmaceuticals fields.
Weifang EPZ has four functions including bonded processing, bonded logistics, cargo trading and labor service trade. Industries encouraged in the zone include electronics and IT, biopharmaceuticals, precision machinery, mechatronics, and deep processing of agricultural products. Fourteen companies have agreed to launch businesses in the zone, of which, three have commenced operations.
