Introduction
Jinan High-tech Industrial Development Zone (Jinan HIDZ) was established by the State Council in 1991. It has a planned area of 15.9 km2. Jinan Export Processing Zone (Jinan EPZ) is part of Jinan HIDZ. It was set up by the State Council in March 2003 and covers an area of 3.2 km2.
Jinan HIDZ is located in the east of Jinan, 6 km from the Jinan-Qingdao expressway entrance, 18 km from Jinan Yaoqiang International Airport, 18 km from the Beijing-Shanghai expressway, 20 km from the main railway station of Jinan, and a 3-hour drive from Qingdao Port, which is the currently the nation's fifth largest and the world's seventh largest seaport, with a freight throughput reaching 265 million tons in 2007.
Jinan HIDZ is divided into several zones, including the central zone, the eastern new zone and Jinan EPZ. Jinan EPZ is located to the east of the city ring expressway and to the south of Jingshi East Road.
Jinan is Shandong’s education center. It has 44 universities and colleges with a total of 462,700 students – the highest number in the province. Shandong University, which is located in Jinan, is the most famous university in Shandong and the only "211 Project" university in Jinan. The "211 Project" Universities refers to the top 108 universities in China.
Investment Climate
In 2007, the total industrial output of Jinan HIDZ reached RMB 65.9 billion, with value-added industrial output reaching RMB 16.9 billion. Additionally, the zone's exports generated US$1.6 billion.
Presently, there are over 3,400 enterprises, of which 40 generated revenue of over RMB 100 million in 2007. Eighteen Fortune 500 companies have been established in the zone. These include LG, SK, Panasonic, Suzuki, Nec, Siemens and Pepsi.
Jinan HIDZ’s five pillar industries are automobiles, electronics and IT, food processing, pharmaceuticals and machinery. Major players in these fields include Sinotruk Group, Geely Auto, Inspur Group, Panasonic Electronics, Tsingtao Brewery, Qilu Pharmaceutical and Qilu Electrical Machinery.
Sinotruk is the largest investor in the automobile industry. It is the producer of China's first heavy duty truck and is currently one of the largest heavy duty truck production bases in China, with sales of over 70,000 trucks and a revenue of RMB 28.5 billion in the first half of 2008.
Geely Auto is another major investor in the automobile industry. It is a Zhejiang-based low-emission car manufacturer, with an output capacity of 300,000 cars and 300,000 motors. In 2007, its car sales reached a total of 181,524.
As one of the nation's fourteen service outsourcing base cities, Jinan saw its outsourcing industry grow rapidly in recent years. The largest investor in HIDZ's IT industry is Inspur Group, one of the earliest enterprises engaged in China’s IT industry. In 2007, Inspur Group’s revenue reached RMB 15.2 billon, of which, RMB 2.8 billion was generated by the software business.
Qilu Software Park is also located in the zone. There are 550 firms in the park, of which, eleven are key enterprises certified by the Ministry of Science and Technology. Seven of these firms generated revenues of over RMB 100 million in 2007.
Jinan HIDZ has a strong capacity for self-innovation. Presently, there are 270 high-tech companies within the zone. Among of these companies' 560 products, 85% of these products own independent IPR. Additionally, the China International ICT Innovation Cluster has also been set up in Jinan HIDZ, undertaking functions such as R&D innovation, incubation for start-up companies, headquarter operations, and large-volume manufacturing for the IT industry and other relevant industries.
Jinan EPZ's pillar industries include electronics and IT, new materials, biopharmaceuticals, precision machinery, textiles and garments, food processing, and furniture manufacturing. In the first eleven months of 2007, Jinan EPZ’s total export and import revenue reached US$89.1 million, up 111% year on year.
