Introduction

 

Nanjing Economic and Technological Development Zone (Nanjing ETDZ), set up in 1992, was approved by the State Council in 2002 with a planned area of 11.37 km2. It is situated in the northeast suburbs of Nanjing city, 5 km from downtown. It is close to Nanjing Port, the country’s third largest inland-river port in terms of cargo throughput in 2007 and the country’s largest inland-river petrochemical and liquid chemical products transfer port.

 

The Second Yangtze River Bridge in Nanjing is nearby. The zone is connected to downtown and other major cities by the Nanjing-Shanghai Expressway, Nanjing-Hangzhou Highway, Nanjing-Maanshan Highway, Nanjing-Hefei Highway and Nanjing-Lianyungang Highway.

 

It can also be reached by the Nanjing North City Loop Railway, which is linked to the trunk lines of the Jin-PU, Hu-Ning and Wan-Gan railways. Nanjing Lukou International Airport, 50 km away, is within forty minutes’ drive from the zone by the Airport Expressway. The airport ranked tenth in cargo throughput and fourteenth in passenger throughput in 2007. Currently the airport operates 85 routes to domestic and international cities.

 

Investment Climate

 

Nanjing ETDZ has four functional areas: the industrial area, the bonded warehousing area, the finance and trade area and the comprehensive service area. It consists of Nanjing Export Processing Zone, National Nanjing Xin Gang High-tech Industrial Park, National Cross-Strait Science and Technology Industrial Park, Nanjing Korea Industry Park and Nanjing LG Industry Park.

 

In 2007, the zone achieved a GDP of RMB 20.1 billion, representing an increment of 37% from the year before. Its industrial output value soared 31% year-on-year to RMB 155.4 billion, 70% of which came from high-tech products. Its foreign trade value in the zone hit US$11.9 billion, up 15% year-on-year. It exported US$5.5 billion worth of products in 2007, up 16.4% year-on-year, while the import value reached US$6.4 billion, up 14.7% year-on-year.

 

It has attracted over 400 foreign investment enterprises from more than 20 countries and regions. The FDI in this zone rose 67% year-on-year to US$341 million in 2007, while the utilized FDI increased by 2.1% year-on-year to US$210 million in the same period. By the end of 2007, 22 Fortune 500 enterprises had set up business there. LG Philips from South Korea, Hannstar and Radiant from Taiwan, and 12 other companies have decided to increase investment by an additional US$680 million.

 

The major industries encouraged in the zone, such as electronic information, bio-pharmaceuticals, machinery and new material, have contributed more than two thirds of the zone’s economy. It is China's largest flat display manufacturing base, having attracted over 60 manufacturers and related companies to invest US$2.5 billion in total there. LG Philips, the world's largest maker of LCD modules, established its first offshore manufacturing base in the zone with an initial investment of US$77 million, capable to producing 3.6 million modules annually.
