Introduction

 

Located in Xi'an, the capital city of Shaanxi, the Xi'an Economic and Technological Development Zone (Xi'an ETDZ) was established in 1993 and approved by the State Council in February, 2000, as a state-level development zone.

 

Xi'an ETDZ consists of the Central Business District, the Caotan Eco-industrial Park, the Jingwei Industrial Park and the Shaanxi Xi'an Export-Processing Zone (A Zone). Among them, A Zone was established in 2002 by the State Council as a state-level export-processing zone.

 

Xi'an ETDZ established a Talent Exchange and Service Center in 2002, primarily to take advantage of the city's high-level human resources graduates, most of whom had graduated from forty-eight local universities as well as other institutions in other cities.

 

Xi'an ETDZ has well-developed transportation network. It takes a mere twenty minutes to drive to the Xi'an Xianyang International Airport, an airport which ranked ninth in terms of passenger throughput in 2007. The new railway passenger station is located in the Caotan Eco-industrial Park. There are five expressways: namely, Xi'an-Tongguan, Xi'an-Yanliang, Xi'an-Tongchuan, Xi'an-Baoji, Xi'an-Lantian; additionally to those, there are one-hundred and eight national highways connecting to Xi'an ETDZ.

 

Investment Climate

 

In 2007, Xi'an ETDZ realized GDP of RMB 20 billion, up 40.8% year-on-year, and accounting for 11.5% of the city's total.

 

Xi'an ETDZ has established commercial vehicles, electricity and electronics, new materials, and food and beverages as its pillar industries.

 

Currently, there are almost three-thousand enterprises settled in Xi'an ETDZ, attracting around five-hundred industrial programs. Fortune 500 investors such as Coca-Cola, Siemens, Mitsubishi, Hitachi, Rolls-Royce, ABB, Norsk Hydro, Cummins, and BP, along with many domestic enterprises including Shaanxi Heavy-duty Automobiles, Guizhou Aviation, et cetera, have settled in the zone.

 

To date, Phase One of the Commercial Industrial Park of Shaanxi Heavy-duty Automobiles has officially commenced operation. Its total industrial output is expected to amount to RMB 35 billion in 2010. The electronics and new materials industries of Xi'an ETDZ is expect to realized total industrial output of RMB 12 billion and RMB 8 billion respectively in 2010. 1
