Introduction

 

Located in Xi'an, the capital city of Shaanxi, the Xi'an High-Tech Industries Development Zone (Xi'an HTIDZ) was established and approved by the State Council in March, 1991, as a state-level development zone.

 

Shaanxi Xi'an Export-Processing Zone (B Zone) (Xi'an EPZB), with planned area of 1.3 km2, is located in Xi'an HTIDZ. In 2007, Xi'an EPZB realized total import and export of US$36.5 million. In addition, the Xi'an Software Park, a national software-export base, is also located in Xi'an HTIDZ.

 

Xi'an HTIDZ has a well-developed transportation network. It is 7 km away from downtown area of Xi'an, 11 km from the nearest railway station, and a distance of 35 km from Xi'an Xianyang International Airport.

 

Investment Climate

 

Xi'an HTIDZ currently has well over a thousand high-tech enterprises and twenty-three Fortune 500 Companies. In 2007, Xi'an HTIDZ realized value-added industrial output of RMB 42.2 billion.

 

Xi'an HTIDZ has established software- and service-outsourcing, electronic information, advanced manufacturing, biopharmaceuticals and automobile manufacturing as its pillar industries.

 

Software- and service-outsourcing is the primary pillar industry of Xi'an ETDZ. In 2007, six-hundred and twenty software- and service-outsourcing enterprises realized sales revenue of RMB 15.6 billion, up 37.8% year-on-year, of which the service-outsourcing business realized sales revenue of RMB 1.9 billion, representing an increment of 98.0% over 2006. In addition, the software- and service-outsourcing industry is expected to realize sales revenue and an export value of RMB 40 billion and US$225 million respectively in 2010.

 

To date, there are seven-hundred and eighty software- and service-outsourcing enterprises located in Xi'an HTIDZ. Representative enterprises include Oracle, Emerson Electric, Huawei Technologies, ZTE, SPSS, Qimonda AG, Sybase, NTTData, NEC, New Egg, Fujitsu, Kingdee, et cetera. Among them, forty service-outsourcing enterprises realized an export value of US$40 million to Japan, whilst approximately thirty service-outsourcing enterprises realized US$35.7 million exportation value to Western countries in 2007.

 

The Xi’an Software Park, which is located within Xi'an HTIDZ, is a national software industrial base and national software-export base listed in the national “Torch Plan”.
