Introduction

 

Xiamen Torch Hi-tech Park (Xiamen Torch HTP) was jointly set up by the Ministry of Science and Technology and the Municipal Government of Xiamen in 1990. It was designated as a state level high-tech industrial development zone by the State Council in 1991.

 

Xiamen Torch HTP is located in the northwest of Xiamen Island, near the Yingtan-Xiamen Railway and close to the Xiamen Gaoqi International Airport. Dongdu Port, the body section of Xiamen Port, is located to the northwest of Xiamen Torch HTP.

 

Xiamen Torch HTP consists of several parks, including the Torch Park, the Torch Xiang'an Industrial Park, the Tongji Park, a software park, an information and photoelectronics park, the Haicang Torch Industrial Park, and a biological industrial park.

 

Investment Climate

 

The pillar industries of Xiamen Torch HTP are photoelectronics, electric appliances, electronics and information. Moreover, Xiamen Torch HTP has established several specialized industries, including biopharmaceuticals, new materials and precise manufacturing. Presently, sixteen Fortune 500 companies have invested in Xiamen Torch HTP, including ABB, DELL, Panasonic, Toshiba, Hitachi, Fujitsu, Areva and Schneider.

 

Development of the IT and photoelectronic industries is greatly encouraged by Xiamen Torch HTP (in particular, microelectronics, photoelectronics and high precision instruments). In 2007, Xiamen Torch HTP's photoelectronics industrial cluster was established as one of the trials of China's fifty key industrial clusters, which utilize the competitive advantages in each region to form a concentrated industrial structure and scale economy.

 

Dell and Lenovo are major investors in this industry. Dell entered the Chinese market in 1998 and set up its first factory in Xiamen. Eight years later, it opened a new facility in Xiamen Torch HTP, which increased its output capacity by 100% in 2006 and has been supplying the demand in Japan, Korea and Hong Kong. Lenovo launched its handset business in Xiamen in 2006 when a mobile phone industrial park was established in Xiamen Torch HTP.

 

Software is an important sector in Xiamen Torch HTP's information industry. Xiamen has plenty of talents for the development of its software industry. Each year, the city has over 2,000 graduates in computer science. In 2002, Xiamen was recognized by the nation as one of China's software industrial bases. In order to boost the development of the industry, a software park was set up in Xiamen Torch HTP. Presently, there are 170 companies in this park, with over 5,000 employees. Major investors include the domestic Longtop Group and the United State’s eHealth.

 

In the field of biological techniques, Peking University set up a biological industrial park in Xiamen Torch HTP, which focuses on the biopharmaceutical industry and bioengineering agriculture.
