Introduction

 

Located to the east of Changchun’s downtown area, the Changchun Economic and Technological Development Zone (Changchun ETDZ) was constructed in April, 1993.

 

Changchun ETDZ is situated closely to transport, being only 2 km away from the nearest freight train station, 26 km away from the newly-constructed Changchun Longjia International Airport, and a 6-hour drive from the Dalian Port, which is the largest port in North-East China.

 

Three highways pass through Changchun ETDZ, providing convenient land transport conditions to Dalian, Harbin, Shenyang and Jilin.

 

Investment Climate

 

At present, there are 4,819 business enterprises in Changchun ETDZ. Among them, 572 have been invested in by foreign companies, including 29 companies from Fortune 500, which accounts for 63% of the city's total.

 

In 2007, the GDP and total foreign trade of Changchun ETDZ grew by 23.1% and 26.2% to RMB 34.0 billon and US$1.7 billion, accounting for 16.2% and 24.3% of the city's total respectively.

 

The pillar industries of Changchun ETDZ are the production of automobiles and auto parts, food processing, photoelectronics, and biopharmaceuticals. Among them, high-tech and high value-added projects account for 80% of the total projects in Changchun ETDZ.

 

Changchun is known as the "City of Automobiles"; this is due to automobile manufacturing being the most important industry in Changchun, taking up 71.7% of the city's total industrial output in 2007. It also has the nation's second-largest automobile manufacturer, First Automobile Works.

 

Benefiting from this advantage, automobile- and auto parts-manufacturing have been the pillar industry of Changchun ETDZ, especially in the case of the special-purpose vehicle. A special-purpose vehicle industrial park was constructed in Changchun ETDZ in 2007. FAW Special Vehicle, FAW Bus, Hengli Special Vehicle, and Zhongxing Auto are the major vehicle producers in Changchun ETDZ. This great advantage to Changchun ETDZ has attracted many auto parts manufacturers, including Toyota Motors, ZF Automotive Chassis, Siemens VDO, and Delphi Automotive. 

 

Photoelectronics is another advantageous industry of Changchun and Changchun ETDZ. Changchun is home to the nation's most famous institute for photoelectronics, and houses over 80 research labs. The Changchun Photoelectronics Industrial Park was constructed in Changchun ETDZ by the Chinese Academy of Science. It involves an investment of nearly RMB 20 billion, and can generate an industrial output of RMB 30 billion each year after the completion of construction. China Science Group is the largest investor in this field; it is affiliated to the Chinese Academy of Sciences, and is an enterprise for high-tech investment and management. By the end of 2007, its accumulated revenue in the whole nation reached RMB 31.8 billion.
