Introduction

 

Located in the southwest of Changchun's downtown, Changchun High-tech Development Area (Changchun HDA) is in the plan area of Changchun's international automobile city which has an area of 100 km2. It borders Changchun Automobile Industrial Park to the southwest.

 

Within Changchun HDA is the Changchun University City, where there are fourteen universities resident. The province's most renowned university, Jilin University, is located there.

 

Changchun HDA is connected by four roads and one light-rail in the downtown area. The nearest train station, Changchun Station, is twenty minutes away by light rail.

 

In 2002, Changchun HDA became the first park in North-East China to qualify for the environmental certification of ISO14001. Its landscaping ratio reaches 38%.

 

Investment Climate

 

In 2007, the value-added industrial output of Changchun HDA reached RMB 38.8 billion. The pillar industries of Changchun HDA include the production of automobiles, photoelectronics, biopharmaceuticals, information technology and new materials.

 

The automobile- and parts-manufacturing industry is the largest industry in Changchun HDA. Changchun has a long history of development in the auto industry. Changchun HDA is adjacent to the facilities of First Automobile Works, which is the second-largest auto producer in China.

 

At present, there are over 160 companies in this sector, including 46 foreign-invested companies, such as Henkel, Tokico and Siemens. Major domestic investors are FAW Cars, Yidong Clutches and Kumho Tires.

 

The photoelectronic industry is the most progressive industry in Changchun HDA and Changchun. The major development focuses on photo-display equipment, on-board photoelectronic products and photoelectronic instruments. Currently, there are over 160 companies in this field, including domestic company First Optics Corp, New Industries Optoelectronics Technology and the Dongguang Group.

 

The biopharmaceutical industry is another pillar industry in Changchun HDA. The construction of a biopharmaceutical industrial park has allowed over 110 pharmaceutical companies, 28 research institutes, 16 enterprise technological centers, 7 national labs and almost 10,000 technicians to work in this field in Changchun HDA. The key companies are domestic company Changsheng Genetics, Haiwai Medicine and Sanjiu Medicine.

 

Currently, Changchun HDA has over 270 companies in its information technology industry. The output of software products accounts for about 80% of the province's total production. Domestic IT enterprises with international renown have invested in Changchun HDA, such as Top Corp and Tsinghua Tongfang.
