USA: Over-Quota Apparel Imports from China Subject to Staged Entry Procedures

CCBP is imposing so-called staged entry procedures for textile and apparel goods shipped from China in 2008 that exceed the applicable quotas. At the direction of the Committee for the Implementation of Textile Agreements, CBP will limit entry to such goods in the following manner.

-For all shipments exported in 2008 that exceed the applicable 2008 quotas, whether or not entered in 2009, entry will not be permitted until 1 February.

-From 1 February through 28 February, entry will be permitted in an amount equal to five percent of the applicable 2008 base quota. For example, if the entire 2008 quota for a given product were 1,000 dozen, up to 50 dozen could be entered during February.

-Entry for any remaining goods will then be permitted at the rate of five percent per month until all shipments in excess of the applicable quota have been entered.

-The monthly five percent staged entry limits are as follows.
category 332/432/632-T (plus baby socks): 4,252,922 dozen pair, of which not more than 4,043,310 dozen pair shall be in category 332/432/632-B (plus baby socks)category 347/348: 1,272,148 dozen
category 352/652: 1,225,759 dozen
